Governance identity, scope boundary, and operational mandate: what BCI Lab evaluates, what it does not, and the institutional boundary within which the model operates.

This Charter defines BCI Lab's governance identity, scope boundary, and operational mandate.

BCI Lab is an independent structural risk research institution dedicated to the analysis of intangible asset durability. It does not operate as a statutory financial auditor, a credit rating agency, an investment adviser, a broker-dealer, a valuation firm, a marketing consultancy, or a public relations entity.

BCI Lab provides structural diagnostics concerning an intangible asset's dependency structure and cross-cycle resilience. This Charter states what BCI Lab evaluates, what it does not evaluate, how its outputs are intended to be used within a governance environment, and the institutional boundary within which the model operates.

On the Name. BCI stands for Brand Capital Integrity. The framework was first called Brand Climate Index, on the premise that a brand's condition shifts the way weather does: gradually, atmospherically, without one visible cause. That premise did not survive contact with the framework's own standard, since climate is not something that can be rigorously measured at the level of a single asset. Capital is the more honest word for what the four variables actually track: a structural asset that can be built, spent, or left to erode. BCI Lab has no affiliation with brain-computer interface research, medical devices, or neurotechnology, fields that use the same three-letter acronym in an unrelated context.

Under prevailing accounting standards, an intangible asset is typically recognized through goodwill allocation, impairment testing, and disclosure notes, treatments that record a brand's financial expression rather than its structural condition.

BCI Lab addresses a separate layer: whether the pricing power behind that financial expression is being built, held, or spent down. In a narrative-sensitive economy, symbolic authority and pricing power behave as a dynamic system, one capable of accumulation, dilution, and decay independent of near-term revenue.

BCI Lab does not challenge accounting standards. It operates as a complementary structural monitoring layer, addressing the interval between a structural change and the point at which accounting eventually recognizes it.

BCI Lab issues structural diagnostics under three categories, defined in full in the BCI Structural Integrity Protocol:

Category A, Structural Snapshot. A quantified reading of an asset's structural condition at a defined data cut-off date.

Category B, Structural Attribution. An account of what structurally produced an asset's current condition; an explanation of the past, not a statement about the future.

Category C, Structural Forward Scenario. A directional projection built from an asset's current and historical structural state, not a forecast or a point-estimate outcome.

BCI Lab does not issue execution directives. Decision authority remains solely with a board, an investment committee, or executive management. Every BCI Lab output is a structural diagnostic, not an outcome guarantee.

BCI Lab evaluates intangible asset durability through four structurally independent variables, defined in full in the BCI Structural Integrity Protocol.

This formula describes a structural relationship. It is not a pricing formula, a valuation mechanism, or a forecasting tool. The formula's structure is published in full. What remains proprietary is the specific weighting and calibration architecture applied within it.

BCI Lab's outputs are designed for a board's risk oversight review, an investment committee memorandum, an audit committee's structural observation notes, a strategic allocation discussion, or academic structural analysis.

An appropriate use identifies structural drift, monitors the balance between an asset's sovereignty variables (MT, TS) and its entropy variables (PL, ES⁻¹), or stress-tests narrative durability under a regime shift. An inappropriate use treats a BCI Lab output as an asset price, a fairness opinion, a credit risk determination, a regulatory capital calculation, or a public promotional ranking.

A BCI Lab score is a structural condition reading at the time of observation. It is not an ordinal reputational ranking.

BCI Lab's structural diagnostics are not designed for an entity with less than twenty-four months of operating history, since a shorter track record does not yet yield enough data to support a structural reading; an entity whose data does not meet BCI Lab's data-reliability threshold; a non-transactional asset driven exclusively by political or religious mandate; or a period of macroeconomic dislocation beyond the model's structural tolerance.

BCI Lab assumes no liability for an exogenous shock, including war, a regulatory prohibition, a currency collapse, or a comparable force majeure condition.

Every output discloses the data-reliability grade behind each variable, specified in the BCI Structural Integrity Protocol. BCI Lab does not publish a statistical confidence interval on a composite score.

BCI Lab operates under the Independence & Conflict of Interest Policy, which sets out its commercial model, its safeguards against a conflict of interest, and the current state of its governance oversight, including where that oversight is still being built. This Charter does not restate that Policy.

This Charter operates together with the BCI Structural Integrity Protocol, the Public Protocol Annex, the Independence & Conflict of Interest Policy, and the Terms of Service, and, once each is published, BCI Lab's Privacy Policy and Legal Disclaimer & Risk Governance Framework.

This Charter states BCI Lab's institutional identity and positioning. Where a specific operational or methodological question is addressed in one of the documents above, that document governs on the point it addresses. The authoritative record of every document's current version is maintained in the Methodology Version Register.

The core variable definitions, the master formula, and the dimensional framework set out in this Charter and in the BCI Structural Integrity Protocol are published openly and made available for reference and citation. What remains the exclusive intellectual property of BCI Lab is the specific weighting architecture, internal scoring coefficients, and calibration data behind an individual reading. BCI Lab reserves the right to evolve this internal parameterization while maintaining the conceptual continuity of the published framework.

BCI Lab does not issue aesthetic judgments. BCI Lab does not trade in forecasts.

The standard of output is structural diagnosis. When structural fragility is identified, it reflects a structural imbalance at the time of measurement. Whether a financial consequence follows, and when, depends on variables outside BCI Lab's control.

BCI Lab's mandate is structural clarity, not market timing.

This is the first governance-approved version of this Charter. It is revised only when a change in BCI Lab's institutional structure, scope, or governing philosophy warrants it, not on a fixed schedule; a Charter of this kind is not expected to change as often as the technical protocol it governs alongside. A revision, whenever it occurs, is recorded in the public Methodology Version Register, which is the authoritative record of this and every BCI Lab governing document's version history.

This Charter, and BCI Lab's frameworks and reports generally, are governed exclusively by the laws of the Hong Kong Special Administrative Region.
