Decentralized Interpretation Protocol
How one structural reading is translated into role-specific semantics for a CEO, a CFO, and a CD/CMO — so it is understood as a risk signal within each authority's own decision domain, not as three different instructions.
Relative to the January 2026 revised draft, this version makes three changes. First, Interface B's primary dimensions listed "BCI Premium Stability" — a term that does not appear in BSIP v4.0, the White Paper, or the Lexicon, and was not independently defined in the working draft itself. This version replaces it with the Premium Quality Grade framework already defined in BCI-FIN-2026-009 §02, which measures exactly the distinction Interface B is built to communicate, using a term already defined elsewhere in this stack rather than a new, undefined one.
Second, the illustrative reference expressions for Interface B and C used mildly directive language ("should be incorporated into," "warrants reassessment"); this version aligns them to the more clearly interpretive register Interface A's own example already used. Third, terminology is aligned to Time Structure in place of Temporal Structure.
This Protocol addresses a recurring failure mode in governance systems that receive a single structural reading: the illusion of information symmetry, in which one audit output is read, extended, or applied differently — and sometimes incompatibly — across different authority levels within the same organization.
BCI's responsibility is not to enforce a single, unified conclusion. It is to reduce the structural noise created by cross-authority interpretation, so that a structural reading is understood, within each governance interface, as a role-relevant structural risk signal — not as an action directive.
Within a complex organization, the CEO, CFO, and CD/CMO operate across distinct layers of capital allocation, narrative control, and energy exchange. Distributing a single, untranslated conclusion uniformly across these layers materially increases the risk of:
- strategic-level over-interpretation;
- financial-level defensive distortion; and
- execution-level tactical misapplication.
Accordingly, a BCI structural reading undergoes Decentralized Recasting before delivery: the same reading is mapped into governance semantics that are intelligible and proportional to each authority's own decision domain.
The following examples illustrate a principle of semantic translation — how a different authority level should interpret the same underlying signal — not a set of prescribed actions.
Interface A | CEO — Sovereignty and Long-Term Structural Stability
Primary dimensions: Meaning Tension (MT), Time Structure (TS).
Interpretive focus: whether the system retains the capacity to sustain pricing power and organizational sovereignty across cycles.
"Current MT readings deviate from the long-term stability corridor, indicating erosion of brand meaning under external competitive narratives. This represents a sovereignty-level structural risk signal, not a single-period performance issue."
Interface B | CFO — Capital Efficiency and Risk Exposure
Primary dimensions: Energy State (ES); Premium Quality Grade (see BCI-FIN-2026-009 §02).
Interpretive focus: whether current profit formation is occurring at the expense of systemic resilience.
"ES readings place the system in an extractive rather than nourishing state, consistent with an extractive Premium Quality Grade. This is a signal about the quality of current earnings, not their quantity, and may be a relevant input to the audit committee's own intangible-asset risk discussion."
Interface C | CD / CMO — Cognitive Structure and Energy Flow
Primary dimensions: Perceptual Legibility (PL), Energy State (ES).
Interpretive focus: whether interaction complexity is undermining the efficiency of meaning transmission.
"Elevated PL readings indicate rising cognitive load, with user attention dissipating across non-essential system pathways. This is offered as a signal worth weighing in any reassessment of information density and narrative focus, not as a specific creative or media-planning instruction."
In formal BCI report delivery, a finding is presented through decentralized interface views rather than a single unified conclusion, including but not limited to the following modular perspectives.

The purpose of decentralized interpretation is to reduce misreading risk, not to substitute for governance decision-making.
Every interface-specific expression above is intended solely to support comprehension of a structural signal; none constitutes an operational instruction. Any internal reappropriation of a role-specific expression as an execution command, and any governance distortion that results from it, falls outside the scope of BCI's responsibility.
This disclosure operates under, and is enforced through, the safeguards set out in BCI-GOV-2026-012 (Misuse Prevention & Interpretive Safeguards) — in particular, its provisions on the prevention of interpretive degradation. BCI Lab discloses this misuse risk explicitly through this Protocol and, in doing so, discharges its own information-completeness and disclosure obligations under that framework.
The reference expressions in Section 02 are illustrative examples of register and framing, not a fixed script; the specific wording used in a live report should reflect the asset's actual, dated, sourced reading, not the placeholder language shown here. This Protocol does not itself define MT, PL, TS, or ES; BSIP v4.0 §3 remains the sole authoritative source for each.

This Protocol is a companion document to the BCI Structural Integrity Protocol (BSIP v4.0), which governs the four core structural variables, the master formula, and the Data Reliability Grade framework. Where this Protocol references a defined term, a proxy, a DRG grade, or a boundary value, BSIP v4.0 is the authoritative source; this Protocol does not restate or independently redefine any of them. Where a future revision of BSIP creates a conflict with this Protocol, BSIP governs, consistent with BSIP v4.0 §10 and the Methodology Version Register.
