The safeguards BCI Lab applies against selective citation, interpretive drift, and misuse of its own research — and how those principles are enforced across BCI Lab's full operational protocol stack.

Revision Note

This document is Part II of the two-part framework introduced in BCI-GOV-2026-011; see that document's Revision Note for the split rationale common to both parts. One change is specific to this document: the reference to "training" as a channel through which BCI promotes accurate terminology use has been replaced with a reference to BCI Lab's actual published methodological documentation — the Lexicon, BSIP, and the White Paper. Training is not a service BCI Lab currently offers, and the original reference overstated the institution's scope; the replacement ties the same safeguard principle to infrastructure that already exists.

04Prevention of Selective Disclosure

Risk. BCI analysis is inherently multidimensional. An isolated reference to a single indicator can obscure a systemic risk that only becomes visible across all four variables together.

Safeguard principle. BCI outputs are intended to be cited as integrated structures. A public reference to a BCI reading should include the relevant risk disclosures and applicability boundaries. Where a material selective citation is identified, BCI Lab will notify the relevant party and request correction; where correction is declined, BCI Lab reserves the right to publicly clarify that the use in question does not represent BCI Lab's position.

05Prevention of Interpretive Degradation

Risk. BCI terminology can be simplified, in secondary dissemination, into a ranking, a score, or a marketing signal — diverging from its analytical meaning.

Safeguard principle. BCI promotes accurate use of its terminology through its published methodological documentation — the Lexicon, BSIP, and the White Paper — and through its citation standards. Where dissemination materially departs from the original meaning in a way likely to mislead decision-making, BCI Lab may issue an interpretive clarification to limit the propagation of the misunderstanding.

06Value Conflict & Right of Non-Engagement

Risk. Certain business models are structurally incompatible with the long-term system-stability objectives BCI's methodology is built to identify.

Safeguard principle. Where an initial assessment indicates that an engagement would materially increase the risk of systemic harm, BCI Lab may decline to participate. Such a decision is a judgment of value conflict only; it does not constitute a moral, legal, or regulatory determination.

07Responsibility & Attribution

BCI Lab is responsible for the consistency of its methodology, the disclosure of its assumptions and boundaries, and the integrity of its analytical process.

A user of BCI's outputs is responsible for how it applies, disseminates, and acts upon them, and for the consequences of doing so. Where a BCI output is used for an unlawful or misleading purpose, BCI Lab may cooperate in clarifying that such use does not constitute an endorsement by BCI Lab.

How This Framework Relates to BCI Lab's Operational Protocols

The principles in this framework and in BCI-GOV-2026-011 are not abstract commitments; they are implemented in the operational protocols published alongside this framework. Where a reader wants to see how "BCI outputs do not constitute directives" (BCI-GOV-2026-011 §03) or "clients do not hold the right to modify an algorithmic output" (BCI-MOD-2026-007 §02.3) actually function in practice, these are where the abstract commitment becomes a specific, enforceable rule.

Where this document references a defined term, a proxy, a DRG grade, or a boundary value, BSIP v4.0 is the authoritative source; this document does not restate or independently redefine any of them. Where a future revision of BSIP creates a conflict with this document, BSIP governs, consistent with BSIP v4.0 §10 and the Methodology Version Register.
